Three Strategic Pathways to Shape Singapore’s Global Role
During the 14th S. Rajaratnam Lecture held at the Singapore University of Technology and Design on April 16, PM Wong elaborated on the government’s approach to securing Singapore’s future. The Republic will focus on three key strategies: contributing to the stewardship of global commons, promoting deeper regional integration, and strengthening its worldwide network of partnerships. Each of these efforts, he stressed, will be vital for Singapore’s continued success.
A Reputation Built on Trust and Constructive Diplomacy
PM Wong highlighted that Singapore has earned a strong global reputation for its principled and constructive diplomacy. The country has forged deep friendships around the world and enjoys a significant reservoir of goodwill. Singapore has consistently engaged in multilateral forums not by grandstanding but through consensus-building and solution-oriented contributions, he noted, addressing over 900 distinguished guests including senior officials and diplomats.
Expanding Global Cooperation Beyond Southeast Asia
Recognizing the need for broader engagement, PM Wong announced plans to expand the Singapore Cooperation Programme, which has already benefited over 155,000 officials from 180 countries. A new development partnership unit will be created within the Ministry of Foreign Affairs to deepen ties beyond Southeast Asia. More resources will be directed towards partnerships in Africa, Latin America, the Middle East, and the Pacific, covering emerging fields like the digital economy and renewable energy.
Strengthening Regional Ties and Preparing for ASEAN’s Future
In pursuit of deeper regional integration, Singapore aims to achieve complete tariff elimination within ASEAN and to ease non-tariff barriers for businesses operating across the region. PM Wong shared that Singapore is collaborating closely with Malaysia and East Asia Summit partners to keep regional frameworks vibrant. As Singapore prepares to assume the ASEAN chairmanship in 2027, marking the association’s 60th anniversary, it will work to reinforce ASEAN as a critical anchor of peace and prosperity in Asia.
Cultivating Diverse and Deeper International Relationships
In a multipolar world, Singapore must establish more varied and substantial relationships with a wide range of partners. PM Wong stressed that while Singapore is already part of major economic agreements like the Regional Comprehensive Economic Partnership and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, further collaboration is essential. New ideas under consideration include greater cooperation between the CPTPP and the European Union, whose combined economies account for 30 percent of global GDP.

Singapore will open new diplomatic missions in Africa and Latin America while enhancing its engagements with Gulf and Middle Eastern countries. He reminded Singaporeans that while leadership and diplomacy are crucial, ultimately, the country’s survival depends on the collective resolve and unity of its people.
